5-4-8: APPEAL:
Any person aggrieved by the action of the chief of police or by the tax collector in the denial of a license shall have the right to appeal to the council. The appeal shall be taken by filing with the council, within fourteen (14) days after notice of the denial, a written statement setting forth fully the grounds of appeal. The council shall set a time and place for a hearing on the appeal and notice of the hearing shall be given to the appellant by mailing a notice, postage prepaid, to the appellant at his last known address at least five (5) days prior to the date set for hearing. The decision and order of the council on the appeal shall be final and conclusive. (Ord. 768, 5-19-1955)
