To every license provided for in this chapter, there shall be a penalty of ten percent (10%) per month of the amount of the license imposed, with a maximum of five (5) months, if the license is not paid by the specified time set forth on the billing notice, and the same shall be collected and the payment thereof shall be enforced in the same manner as other licenses are collected and payment thereof enforced.
