During a proclaimed State of Emergency or declaration of local emergency, the City Manager may temporarily suspend any or all provisions of this chapter until the next regular or special meeting of the City Council. At the regular or special meeting, a report shall be made, and the City Council may consider whether to authorize continued suspension of this chapter for the full duration of the State of Emergency, or for any shorter time period the City Council finds appropriate.
