The City may, with the consent of the property owner or after compliance with the requirements of applicable laws, enter, inspect, collect water/wastewater samples, and test any buildings, structures, or premises to secure compliance or prevent a violation of any portion of this chapter. Unless there is an emergency threatening the public health, safety or welfare, the Director shall provide at least ten (10) business days’ notice to the property owner of the City’s intent to enter upon the property. The City shall also request that a property owner provide all written records of PSL inspections, maintenance, repair, and replacement at the time of inspection or within ten (10) or more business days after receipt of the request.
