Contractors performing any work on a PSL must meet all state and local licensing requirements prior to commencing such work. In the instance where encroachment in the public right-of-way is needed for the repair of a PSL, an encroachment permit must first be obtained from the City Engineer and the work shall be performed by a licensed contractor.
