The sale or discharge of firecrackers, salutes and other explosive articles of similar nature within the city is hereby prohibited and it shall be unlawful for any person to sell, offer for sale or discharge any firecrackers, sparklers, roman candles and other explosive articles of similar nature within the city. Exception: The provisions of this section shall not apply to any person engaged in the preparation for or performance of a public fireworks display authorized by written order of the city council in advance, in full compliance with the conditions or restrictions contained in such order.
