If a dedication is made on a parcel map, or by separate instrument, the development services director or city engineer shall accept, accept subject to improvement, or reject any offer of dedication. The city clerk shall certify on the map the actions by the development services director or city engineer, or attest to the action of the development services director or city engineer on a separate certificate when the dedication occurs by separate instrument.
