Except for city employees covered by a collective bargaining agreement, upon termination of employment by removal, resignation or retirement, all appointed officers and employees of the city shall be paid in full for all accumulated overtime, unused holiday pay, unused vacation pay and accumulated sick leave.  Payment shall be made in lump sum, payable by the closing of business on the last day the person is employed in the city.
