Special meetings of the City Council may be called by the Mayor or by any two Aldermen by notification to each member of the Council, stating the time, place, object and purpose of the meeting. No business shall be transacted at any special meeting except that stated in the call or notice, except with unanimous consent of all Aldermen present.
