§ 113.19 ISSUANCE; DENIAL.
   The Chief of Police, after consideration of the application for a Certificate of Registration and all information obtained relative thereto, shall deny the application if the applicant does not possess the qualifications for the certificate, and if issuance of a certificate to the applicant would not be in accord with the intent and purpose of this chapter. Endorsement shall be made by the Chief upon the application of the denial of the application. When the applicant is found to be fully qualified, the certificate shall be issued forthwith.
