The City Council may authorize a special permit to allow a parking lot in a residence zone for the purpose of meeting the requirements of this subchapter, subject to the following limitations:
(A) Public notice must be given and a public hearing held by the Zoning Committee on the request for a special permit in the same manner in which the notice is given and the hearing is held on a request for a variance.
(B) A special permit shall not be granted unless the application shows and warrants that in the proposed development of the parking area, front and side yards will be met and maintained.
