The owner or owner's agent shall not be expected to construct larger than six-inch water mains, eight-inch sanitary sewers and 24-inch equivalent diameter storm drainage facilities. When it is determined by the City Council to be necessary or advisable in the public's interest to construct larger facilities, the city may participate in the additional cost of such facilities by agreement with the owner or owner's agent, provided funds are available and appropriated.
