(A) All streets constructed for acceptance before January 1, 1972, shall be graded to the standard city cross section for streets with open drainage waterways on each side, shall be surfaced with aggregate surface course Type A, in accordance with “Standard Specifications for Road and Bridge Construction,” as promulgated by the State Division of Highways. The surface shall be 24 feet with a compacted thickness of six inches.
(B) All streets constructed for acceptance after January 1972, shall be 36 feet between ditches, cored, and compacted 24-foot roadbed with screened or crushed aggregate applied to a thickness of eight inches in accordance with the state highway specifications referred to in division (A) above.
(C) The owner or owner's agent shall maintain the street until it is accepted for maintenance by the city.
(D) No street will be accepted for maintenance by the city until the following requirements have been met:
(1) The construction of all underground utilities in the street right-of-way have been completed;
(2) Street construction has been completed in accordance with the applicable division above as of the date of request for acceptance. A higher type or class of street construction also will be acceptable;
(3) Cash bond shall be set by the city Street and Alley Department for each block. This shall be posted with the City Clerk to insure any street repair will be maintained by the contractor or subdivider for a period of one year.
(E) The request for acceptance of a street shall be addressed in writing to the city. Approval of a subdivision plat by the City Council or the annexation of property containing existing streets shall not constitute an acceptance by the city of the streets, nor of the improvements constructed therein or thereon, regardless of any by any officer, agent or employee of the city with respect to the streets or improvements. The acceptance of streets shall be made only by the adoption of a resolution by the Council after there has been filed with the City Clerk a certificate by the City Engineer certifying that all improvements required to be constructed or installed in or upon the street have been completed fully and the construction or installation thereof has been approved by the Engineer.
