(A) An adequate system of storm water drainage shall be constructed and installed consisting of graded waterways, culverts and storm sewers as are necessary to adequately drain the subdivision and protect roadway pavements and to prevent the accumulation of storm water at any place under normal conditions.
(B) Design of drainage facilities shall be based upon the rationale method of computing runoff using the one-hour rainfall to be expected at a ten-year frequency.
(C) The time of concentration, soil infiltration rates and other variable factors to be used in the design shall be discussed with and approved by the City Engineer during the preliminary consideration of the subdivision.
