(A) No plat of a subdivision required by this chapter shall approved unless all streets and water and sewer mains have been installed or provision has been made to ensure the installation in compliance with the provisions of this code.
(B) No improvement, such as water supply, drainage, sewerage, sewage disposal, gas service, electric service or lighting or grading, paving or surfacing of streets shall be made within any subdivision by any owner or an owner's agent until the plans for the improvements have been formally approved by the City Council. The approval shall not be given in any instance unless the plans and specifications and all the proposed work conforms to the requirements of this subchapter. The owner or the owner's agent shall plan and construct the improvements in accordance with the minimum stan- dards and requirements prescribed in this subchapter.
