The minimum width of any alley, wherever provided, shall be 20 feet. Where alleys are not provided, ten-foot easements shall be provided along lot lines or across lots where necessary for electric and telephone services and 20-foot easements where necessary for water and sewer mains. Adequate easements shall be provided for storm sewers or surface drainage.
