§ 155.16 PLAT APPROVAL PRE-REQUISITE TO FILING RECORDING.
   (A)   Any person subdividing any piece or parcel of land, block, lot or sub-lot, or any part thereof, in the city shall map or plat thereof and, before recording the plat in the County Recorder's office, shall submit it in triplicate to the Planning Commission and to the City Council for approval or rejection. If approved, the approval shall be certified and signed by the Mayor and attested by the City Clerk. No map or plat shall be valid or entitled to be recorded until it shall have been so approved.
   (B)   No lot, tract or parcel of land within any subdivision shall be offered for sale nor shall any sale, contract for sale or option be made or given until the subdivision has been officially approved.
