In general, the minimum requirements for plans and showing the subdivision of land and the layout of streets and other public places shall be as follows:
(A) All plans submitted for approval shall be in triplicate, drawn to a scale of not more than 100 feet to the inch and shall be clearly and neatly drawn. Preliminary or tentative plans shall be submitted before the final plans are prepared.
(B) All final plans shall show the proposed street lines, lot lines, building lines and all property or subdivision boundaries.
(1) Final plans shall show, in accordance with an accurate land survey, the controlling points and lines around and within the subdivision itself and also by distance, bearings and angles, the relation of the controlling points and lines to the other controlling survey points within or near the city.
(2) All survey monuments shall be indicated and there shall be at least one permanent monument placed at each property corner of the subdivided area and at least one at each street intersection. The monuments shall be placed when the surveys are made and shall consist of a one-inch iron pipe driven at least two feet into the ground and shall be encased in concrete. Any survey monuments which are disturbed during the construction of the streets, utilities or buildings in the subdivision, regardless of by whom, shall be replaced by the owner or owner's agent prior to the acceptance of streets by the city.
(C) Sufficient topography shall be shown to indicate the natural drainage and the probable finished grades of streets. All existing and proposed streets and alleys and other public places shall be shown, with the width and type of surfacing, and all other important features. Sufficient information shall be drawn to scale on the plans to indicate the relation of the proposed streets and other public places in the present street system of the city and the official plan, when and after the official plan has been adopted. The dimensions of all lots and subdivisions and re-subdivisions of lots shall be shown.
(D) The proposed use of each lot, group of lots or subdivision shall be indicated. No lot shall be proposed for a use of a classification lower than permitted in Chapter 156.
(E) The north point and scale and the names and registration numbers of the engineers and surveyors shall be shown on the plats and plans.
(F) The names of the owners of record of the land being subdivided and all adjacent land shall be shown on the plat.
(G) Whenever improvements are proposed within any subdivision or in any street or other public place, detailed plans and profiles, and at least specifications of the improvements, shall be submitted in triplicate. The plans and specifications shall show or indicate essential details of the improvements.
(H) One copy of all plats and plans, profiles and specifications shall be filed with the City Clerk; one copy of each shall be filed with the City Engineer and the third shall be returned to the petitioner, the approval of or disapproval of the city clearly indicated.
(I) Upon completion of installation of all utilities in the subdivision, the owner shall file a plat of the subdivision showing the exact location of all utilities as constructed.
