No land shall be subdivided within the city or within 1½ miles of the city and no street or public space hereafter shall be laid out within the city until the plans of the subdivision, street or other public space shall have been submitted to and approved by the City Council. The approval shall be in writing or stamped on the plans. The plans shall be submitted to the Plan Commission for its recommendations to the City Council.
