No plans or plats of proposed subdivisions or re-subdivisions of land within the city or in contiguous territory outside of and distant not more than 1½ miles from the city limits shall be entitled to record or shall be valid unless the proposed subdivision or re- subdivision shall have been approved in the manner provided in this chapter and Chapter 156.
