(A) The Health Officer is authorized to make and, after a public hearing has been held in accordance with the laws governing the conduct of public hearings by the Health Officer, to adopt the written rules and regulations as may be necessary for the proper enforcement of the provisions of this chapter. However, the rules and regulations shall not be in conflict with the provisions of this chapter.
(B) The Health Officer shall file with the City Clerk a certified copy of all rules and regulations which he or she may adopt. The rules and regula- tions shall have the same force and effect as the provisions of this section and the penalty for violation of them shall be the same as the penalty for violation of the provisions of this chapter.
