Upon approval by the City Council of the application for a permit required by this subchapter, including the intended route, a fee of $15 for each day or fraction thereof that it is intended that the building shall occupy any portion of any public place shall be paid to the City Clerk and the permit shall be issued. An additional payment of $15 for each day or fraction thereof over and above the time stated on the permit during or on which any building shall occupy the public place shall be paid.
