In the event the city institutes steps to remove or destroy a building which is so dilapidated as to constitute a public nuisance under this subchapter, the costs of the city in the proceeding shall be recoverable from the owner of the premises on which the building was located. The city may cause a special assessment to be made against the affected property for the costs.
