(A) In the event the owner or person in control of any building within the city which is a nuisance under this subchapter shall fail or refuse to abate the nuisance within 30 days after written notice by the Mayor to do so, the City Council shall determine whether or not the building is, in fact, a nuisance.
(1) If the opinion of the Council is in the affirmative, the Council may order or cause the removal or destruction of the building after giving 15 days' notice of intention to do so to any person who is an owner or lienholder of record or who is in notorious control of the building.
(2) The notice shall particularly describe the property upon which the building is located and shall be by registered mail.
(B) In the event there are unknown owners, or if the addresses of the owners or lienholders are not known, notice shall be by publication in a secular newspaper of general circulation in the city, only one publication being required. The publication must be made not less than 15 days and not more than 30 days before the date which the city intends to order or cause the removal or destruction of the building.
