(A) Any person who, after being warned by any police officer, shall congregate with another or others on any street, sidewalk or public way in the city in such manner as to impede, obstruct or halt the free passage of vehicular or pedestrian traffic, shall be guilty of a misdemeanor.
(B) The prohibition in division (A) shall not apply to a person lawfully engaged in an authorized parade, march, funeral procession or assembly.
