The Planning Commission may, upon prior authority from the City Council, employ necessary personnel whose salaries, wages and other necessary expenses shall be provided by appropriations made by the Council from public funds or other funds available to the Commission. If the Commission deems it advisable, it may employ and pay for technical consultation services upon the proper authorization from the Council.
