(A) It shall be unlawful for any person to place or install any storage tank, equipment, apparatus or other object under any sidewalk or pavement within the city.
(B) The provisions of division (A) above shall not be construed to apply to the installation or making of any water or sewer connection in the manner provided by this title.
(C) The replacement or reconstruction of any storage tank, equipment, apparatus or object under any sidewalk pavement in the city except as provided by division (B) above shall be deemed a violation of this section.
