§ 96.40 PERMIT REQUIRED.
   It shall be unlawful for any person to excavate any pavement, sidewalk or any part thereof or to remove any sod, stone, earth, sand or gravel from any street, avenue, alley or public ground in the city without first obtaining a permit therefor from the City Council.
