§ 96.09 PERMIT REQUIRED TO BLOCK PUBLIC WAYS.
   (A)   A permit shall be required, approved by the City Council upon proper application, for the purpose of blocking street, alley, sidewalk or other public property or any part thereof, or for the purpose of storing gravel, sand, cement, lumber or any other materials for use on any public or private property.
   (B)   No permit shall be issued unless the applicant assumes full and complete responsibility for any and all accidents resulting from the issuance of the permit. The applicant shall provide proper barricades and flares for the protection of the public.
