§ 96.07 DRIVEWAYS ACROSS SIDEWALKS.
   (A)   Whenever a new driveway is desired by a property owner, it shall be granted by the City Council upon proper application and upon the strengthening of that portion of the sidewalk to be converted into a crossing so the city will not be put to any expense for the driveway.
      (1)   The crossing shall be strengthened by good and sufficient concrete approaches to the edge of the sidewalk and the removed portion of the existing sidewalk with Class A concrete.
      (2)   The removal shall be complied with if, in the judgment of the city, it is necessary.
   (B)   When a driveway is created or permitted under the terms of this section, the property owner shall pay the cost of a corrugated tube at least 16 feet long and 12 inches in diameter with rolled rims. The street department will install the tube or specify the elevation at which it shall be installed and shall have the final determination as to the need, length and diameter of the tube.
   (C)   The specifications and requirements contained in this section also shall apply on replacements or where a driveway has been created without permission or a tube was not provided and is necessary.
