§ 96.04 DRAINAGE ONTO PUBLIC WAYS.
   It shall be unlawful and a nuisance for any person to permit any filthy or unclean water or any offensive, putrid or noxious liquid or substance to be drained by tiles or otherwise to be conducted, deposited or placed into or upon any of the streets, alleys, highways or public places within the city.
