§ 96.03 ALTERING EXISTING STREETS AND SIDEWALKS.
   When any person or property owner desires to improve any property and it necessitates the removal, altering or relocation of existing sidewalk or street elevation that is serving its purpose at this time, or the altering of the terrain or drainage that will, in the future, cause any expense to the city or other property owners, the owner shall assume any and all expense so incurred.
