§ 32.76 RECORDS AND REPORTS.
   The Planning Commission shall keep a written record of its proceedings. The record shall be open at all times to public inspection. The Commission shall file with the City Council an annual report setting forth its transactions and recommendations. In all instances, the Commission shall report to the Council.
