The Planning Commission shall elect a Chairman, Vice Chairman, Secretary and such other officers of its own membership, and shall adopt bylaws regulating the time, place, and manner of holding its meetings and conducting its business as may, in the judgement of the Commission, be proper and necessary in carrying on the work of the Commission.
