No person over the age of 21 years or any other person required to be licensed by the laws of the state shall take, catch or attempt to take or catch any species of fish, frog or turtle without a state fishing license in full force and effect, issued to the person and in the person's possession. All persons shall adhere strictly to the Game and Fish Code of the state and amendments to it.
