§ 93.053 STEERING; SAILING.
   The following steering and sailing rules shall govern the use and operation of boats on the reservoir:
   (A)   When two sailboats are approaching one another so as to involve risk of collision, one of them shall keep out of the way of the other, as follows:
      (1)   A boat which is running free shall keep out of the way of a boat which is close-hauled;
      (2)   A boat which is close-hauled on the port (left) tack shall keep out of the way of a boat which is close-hauled on the starboard (right) tack;
      (3)   When both are running free with the wind on different sides, the boat which has the wind on the port side (left) shall keep out of the way of the other.
      (4)   When both are running free with the wind on the same side, the boat which is windward shall keep out of the way of the boat or craft which is to leeward.
   (B)   When two motor- or engine-driven boats are meeting end on, or nearly end on, so as to involve risk of collision, each shall alter course to starboard (right) so each shall pass on the port side (left) of the other.
   (C)   When two motor- or engine-driven boats are crossing so as to involve risk of collision, the boat which has the other on its starboard (right) side shall keep out of the way of the other.
   (D)   When a motor- or engine-driven boat and a sailboat are proceeding in the directions as to involve risk of collision, the motor- or engine-driven boat shall keep out of the way of the sailboat.
   (E)   The meeting or crossing of two boats propelled by oars or muscular power shall be governed in like manner as two motorboats under divisions (B) and (C) above.
   (F)   When a sailboat or motor- or engine-driven boat meets, crosses the course of or overtakes a boat propelled by oars or muscular power, the sail, motor- or engine-driven boat shall keep out of the way of the other.
   (G)   Where, by any of the rules herein prescribed, one of two boats shall keep out of the way, the other shall keep its course and speed.
   (H)   Every motor- or engine-driven boat which is directed by these rules to keep out of the way of another boat, on approaching it, if necessary, shall slacken its speed, stop or reverse.
   (I)   Notwithstanding anything contained in these rules, every boat or craft overtaking another shall keep out of the way of the overtaken boat or craft.
   (J)   In obeying and construing these rules, due regard shall be had to all dangers of navigation and collision and to any special circumstances which may render a departure from these rules necessary in order to avoid immediate danger.
   (K)   Nothing in these rules shall exonerate any boat or craft or the owner or operator thereof from the consequences of any neglect to keep a proper lookout or of a neglect of any precaution which may be required by the exercise of due care and caution or by the special circumstances of the case.
   (L)   No boat or craft shall collide with, run against, strike, injure, deface or damage any buoy, stake, sign, piling or other structure installed by the city or with the city's consent, or be anchored or moored so as to obstruct the view of any buoy or navigation sign or signal.
