§ 93.052 RENTING; CARRYING PASSENGERS FOR HIRE.
   (A)   The business of renting boats for hire or carrying passengers for hire on the reservoir is prohibited except as may be authorized by special concession granted by the city, but the provisions of this subchapter shall apply to all boats and craft permitted by special concession.
   (B)   All concession boats or craft shall be inspected from time to time during their period of operation on the reservoir. Any concession boat or craft failing to have adequate life preservers in place when licensed or otherwise failing to pass inspection shall be made to comply with this subchapter before further operation.
   (C)   No individual operator or employee of anyone operating any boat carrying passengers for hire shall be permitted to operate a concession craft or boat unless he or she is physically fit for the duty, has adequate knowledge of the boat mechanism and is familiar with this subchapter and other ordinances, rules and regulations for the operation of boats on the reservoir and with the commonly approved safety regulations and measures to be used in case of accident or emergency, including instruction of passengers in the use of safety equipment and their conduct in case of emergency.
   (D)   Each operator or employee shall, at all times, be subject to examination and approval by the city as to his or her qualifications and any determination by the city as to those qualifications shall be conclusive.
