(A) No person shall operate any boat or craft at a greater speed than at the rate of five miles per hour.
(B) No boat or craft propelled by an engine or motor may be used in racing or practicing therefor.
(C) Nothing in this section shall be construed as permitting any boat or craft to be operated at a speed greater than is safe and prudent under the circum- stance and the operator of the boat or craft shall observe all signs and other regulations placed by the city on or near the reservoir.
