It shall be unlawful for any person who has the supervision of any child under the age of ten years to knowingly permit the child to be within 15 feet of the drop inlet of any dam structure, unless the child shall be accompanied by and in physical contact with a person of the age of 16 years or more of age. For the purposes of this section, any person who should have known the child would be within 15 feet of the drop inlet is charged with that knowledge.
