(A) The Planning Commission established by this subchapter shall consist of 13 members, three of whom shall be city officials serving ex-officio, the Mayor and Director of Economic Development, with the power to vote, and the City Attorney without the power to vote; five of whom shall respectively, be members of and represent and be appointed by the following groups and organizations in the city:
(1) Aldermen;
(2) Chamber of Commerce;
(3) Lions Club;
(4) Rotary Club; and
(5) Pittsfield post of the American Legion, i.e., Post No. 152, the American Legion, Department of Illinois.
(B) The remaining five of whom shall be residents of the city who shall be appointed by the Mayor, subject to confirmation by the City Council, on the basis of their particular fitness or competency for their duty on said Commission. All twelve voting members shall be residents of the city.
