No person shall fire or discharge any firearm of any description on the premises except the police officers of the city in performance of their duties. Nothing in this chapter shall prevent police officers or other authorized persons from using any firearm target range designated as such by the City Council. The city may license or authorize any person to use firearms, traps, or other means to destroy any predatory or otherwise undesirable animal, bird or aquatic life.
