§ 92.10 VOLUNTEER FIRE DEPARTMENT ESTABLISHED.
   (A)   There is hereby created a Volunteer Fire Department for the city, which shall consist of a Chief and subordinate officers and personnel as the city may prescribe.
   (B)   There is hereby created the office of Fire Chief, who shall be appointed by the Mayor, with the advice and consent of the City Council. The Fire Chief shall be a member in good standing of the Volunteer Fire Department. The current members of the Volunteer Fire Department shall present the name of one of its members to the Mayor for his consideration prior to the appointment of the Fire Chief.
   (C)   The Chief shall be the executive head of the Fire Department.
   (D)   The department shall promulgate its own bylaws, but the bylaws shall be subject to approval by the City Council.
   (E)   The department shall perform the duties as may be prescribed from time to time by ordinance.
   (F)   The members of the department shall receive compensation as the Council shall prescribe.
