No dog over the age of four months shall be permitted to be or remain in the city without having been inoculated against rabies. It shall be the duty of the owner or persons having custody of any dog within the corporate limits of the city to have said dog vaccinated at least once each year, unless a three-year vaccination is administered to the dog.
