The Revolving Loan Fund Board shall consist of eight members and shall be composed of the following:
(A) Two of the members shall be the following city officers, serving ex officio:
(1) The Mayor;
(2) The City Attorney.
(B) One member shall be a member of the City Council and shall be appointed by the Mayor by and with the approval of the Council.
(C) The remaining five members shall be appointed by the Mayor by and with the approval of the Council. These members shall be appointed on the basis of their particular fitness or competency for duty on the Board.
