§ 78.42 OBSTRUCTING ROADWAYS.
   No operator shall willfully or unnecessarily hinder, obstruct, or delay or attempt to delay, hinder, or obstruct any other person unlawfully driving or traveling along or upon any roadway within the corporate limits of the city.
