No person who is under the influence of intoxicating liquor may drive or be in actual physical control of any snowmobile within this municipality, and further no person who is an habitual user of or under the influence of any narcotic drug, or who is under the influence of any other drug to a degree which renders him or her incapable of safely driving a snowmobile, may drive or be in actual physical control of any snowmobile within the corporate limits of the city.
