§ 71.109 VEHICLES CARRYING EXPLOSIVES OR FLAMMABLE LIQUIDS.
   (A)   Flammable liquids generally. It shall be unlawful to operate any vehicle containing more than ten gallons of flammable liquids other than in the fuel tank of the vehicle on any street in the city, except in compliance with the following rules:
      (1)   No such vehicle shall be so operated unless it is constructed and equipped in full compliance with the rules and regulations of the state and all laws pertaining thereto;
      (2)   No such vehicle shall be parked or permitted to stand on any roadway at the foot of a hill or on any curve, or within 100 feet of any open fire. No such vehicle shall be parked or permitted to stand longer than is necessary for making a delivery on any through street or within 50 feet of any street intersection.
   (B)   Delivery of flammable liquid. Within the confines of the business district or in any residence district, it shall be unlawful to transfer flammable liquid from any vehicle or otherwise unload any amount of flammable liquid from any vehicle. It shall also be unlawful to transfer flammable liquid from any vehicle if, during transfer, the vehicle is unattended at any time.
   (C)   Explosives. It shall be unlawful to operate any vehicle containing explosives on any street in the city, except in compliance with the following rules:
      (1)   No such vehicle shall be so operated unless it is marked, loaded, and equipped in full compliance with all laws of the state relating thereto;
      (2)   No trailer shall be used for the conveyance of explosives in the city, but semitrailers may be so used;
      (3)   No vehicle carrying explosives shall be parked or permitted to stand anywhere in the city longer than is necessary to make a lawful delivery; however, the standing of such a vehicle made necessary by mechanical trouble, traffic conditions, accident, or in obedience to the direction of a police officer or traffic signal shall not be considered a violation of this division (C).
   (D)   Slippery pavements. It shall be unlawful to operate any vehicle carrying explosives on any street in the city that is so slippery because of ice, snow, or from any other cause, as to be unsafe for driving.
   (E)   Warning lights; signals. Whenever a vehicle carrying explosives or flammable liquids is disabled in the city, warning flags or lights shall be placed as required by statute. It shall be unlawful to permit any vehicle carrying explosives to remain unattended at any such time.
   (F)   Maintenance; storage. No work involving danger of sparks, fire, friction, or concussion which might cause an explosion shall be performed on any vehicle carrying explosives. No such vehicle shall be brought into or kept in any garage in the city, nor shall a vehicle carrying explosives be permitted to remain anywhere in the city under any circumstances for a period of more than five hours.
   (G)   Nitroglycerine. It shall be unlawful to transport liquid nitroglycerine by vehicle anywhere in the city.
   (H)   Exceptions. The provisions of this section relating to explosives shall not apply to the transportation of nitroglycerine in capsule form, or in solution in quantities not exceeding a total of one ounce avoirdupois in weight, nor to the lawful transportation of properly packed ammunition in quantities not exceeding 25 pounds in weight, nor to the transportation of ammunition by the armed forces of the United States of America, the state, or by police officers of other conservators of the peace in the performance of their duties.
