The City Treasurer shall, before September 1 each year, make out and file with the City Clerk a full and detailed account of all city receipts and expenditures and of all transactions made as Treasurer during the preceding fiscal year.  The report shall show in his or her account the state of the city treasury at the close of the fiscal year, which account the Clerk immediately shall cause to be published in a newspaper printed in the city.
