Property owners paying for the cost of construction of water and sewer mains shall certify the costs of the construction to the City Clerk. If, at any time, other property owners whose property abuts the constructed main wish to avail themselves of the services, the property owners shall pay a just cost for the use thereof. Costs for the use shall be determined by the Water and Sewer Committee and, upon receiving payment, the Clerk shall reimburse the individual paying for the original installation.
