A deposit in an amount as shall be established from time to time by the City Council will be made with each application for service. This sum shall be retained by the city to insure payment of all bills. When service to the customer is discontinued permanently this deposit, less any amount still due the city for water service, shall be refunded without interest, provided that where any applicant for water service is the owner of the premises to be served, no deposit shall be required.
